I do call to witness this City;-

Some interpret this verse without the word Nay, reading the article lā as one of emphasis rather than negation (Q). When lā is understood as a negation, it can be seen as a rebuke to those criticized in verses 5–11 (Q) or as a rebuke to the Quraysh (IK). The word land, translating balad, is commonly understood to refer to Arabia, although most interpret it as “city,” specifically Makkah (Q, R, Ṭ, Ṭs, Z). A minority interpret it as referring to Madinah (Q). Additionally, balad can be understood more generally as a reference to the earth.
