Not one of you but will pass over it: this is, with thy Lord, a Decree which must be accomplished.
Some commentators interpret this passage to mean that all people—whether believers or unbelievers—will pass over Hell. This passage is often understood as referring to crossing it rather than remaining in it permanently. Even if the term used in the verse is interpreted as “entering,” scholars explain that the righteous believers will not experience harm, as the fire will become cool and harmless for them.
A report attributed to Abū Sumayya states that the Prophet Muḥammad explained that both the righteous and the sinful will initially enter Hell; however, for the pious believers, the fire will become cool in a manner similar to how the fire became cool for Abraham when he was cast into it. After this, the believers will be delivered and admitted into Paradise. This interpretation is supported by the subsequent verse stating that God will save those who were mindful of Him (Qurʾān 19:72). A similar explanation is also attributed to Ibn ʿAbbās, who maintained that even if the Qurʾānic term is understood to mean “entry,” it should be interpreted in the sense of “passing across,” thereby removing any apparent contradiction in the meaning of the passage
